CAPA Low Fee Class Schedule

 

 

 

        

 

The Virginia Institute of Procurement (VIP) operates under the auspices of the Department of General Services, Division of Purchases and Supply and delivers procurement education to public procurement professionals. VIP’s Virginia Contracting Officer Certification Program currently offers professional certification at three levels:

• Virginia Contracting Associate Officer (VCA)

• Virginia Contracting Officer (VCO)

• Virginia Contracting Master Program (VCM)

Participation in the program is voluntary and open to employees of the Commonwealth of Virginia and employees of other public bodies who meet the eligibility criteria of the certification level they pursue.

VIP also offers Continuing Education classes that satisfy the recertification hours required every five years for the certification programs above.

The Virginia Association of Governmental Purchasing represents more than

1,000 procurement professionals working in public entities in the Commonwealth of Virginia

(state and local governments, educational institutions, special authorities, etc.).

VAGP is the largest procurement association in Virginia and is a chapter of NIGP: The Institute for Public Procurement.

 

 

 

          

 

 

Guiding Principles

Guiding Principles establish the fundamental norms, rules, or ethics that represent

what is desirable (values) and affirmative for our profession and help us determine

the rightfulness or wrongfulness of our actions.

Principles are more explicit than values, and are meant to govern action.

 

   

 

 

About the UPPCC

 

The Universal Public Procurement Certification Council (UPPCC) is an independent entity formed to govern and administer the Certified Public Procurement Officer (CPPO) and Certified Professional Public Buyer (CPPB) certification programs. The CPPO and CPPB programs are highly regarded and respected among procurement professionals and employers involved in the public sector.

 

To date, the UPPCC has certified well over 10,000 professionals primarily within the US and Canada as well as in other nations around the globe. 

 

UPPCC Announces the Newest Certified Public Procurement         Officer (CPPO) & Certified         Professional Public Buyer (CPPB) Designees.                             

 

Herndon, VA - January 28, 2016 - The Universal Public Procurement Certification Council (UPPCC) is pleased to announce that 102 individuals successfully completed the fall 2015 UPPCC certification examinations administered October 19-31, 2015. The coveted Certified Public Procurement Officer (CPPO) and Certified Professional Public Buyer (CPPB) credentials, recognized throughout the public procurement profession, demonstrate an individual's comprehensive knowledge of public procurement.  

Of these 102 newly certified individuals, a total of 66 earned the CPPB certification while 36 earned the CPPO certification. This newest class of professionals brings the total number certified for CPPB and CPPO to 10,056 and 2,638 respectively.  

Obtaining either UPPCC certification requires the candidate to demonstrate through an application process, that they meet specific requisites; including formal education, procurement related coursework/training and public procurement employment experience. A comprehensive written examination (specific to each certification) is required to confirm the candidate's mastery of a variety of public procurement concepts found in the UPPCC Body of Knowledge. The next examinations are scheduled for May 2 - 14, 2016. UPPCC is currently accepting applications for the May testing window through the February 1 application deadline (late deadline February 16).

Pay for Success is an innovative financing mechanism that is designed to shift risk for new social service programs from governments to investors. A key component of the model is contracting for outcomes instead of services. An example would be a permanent supportive housing program designed to reduce homelessness in which payment was tied to improvements in housing stability rather than the number of housing vouchers given out by the program. Paying for outcomes involves a data-driven decisionmaking process to select both programs and providers, and actively monitor contract performance. This webinar will explain the Pay for Success model, how it has been used, and some lessons that can be learned from the procurement of recent Pay for Success projects.
